If Personal-id file contains several IDs, it means that part of your files was encrypted with an online key, and the other part of your files was encrypted with an offline key. You can determine in which case which key was used only by looking at the contents of the _readme.txt file located in the directory with encrypted files.
Files encrypted with an offline key can be decrypted, but security researchers have not yet determined the offline key. Therefore, you have to wait. However, be sure to try the file recovery methods listed here: How to recover encrypted files.
