Try to look at other directories where there are encrypted files, since this file is created by STOP Djvu ransomware virus in all directories where there is at least one encrypted file. If you do not find such a file anywhere, then there is another option. You can also see your ID in the PersonalID.txt file, which is located on drive C in the SystemID directory.
